The Land Reform (Scotland) Act 2003 gives the lead management role to the 32 local authorities and 2 national park authorities (collectively known as the access authorities). As required, each authority is has set up at least one Local Access Forum (LAF). Its role is to advise on access issues in the relevant area. LAFs are made up of representatives from the access authority, other public agencies, land managers, access user groups and local community. The contact for each is LAF is the local Access Officer. In areas of Highland Scotland access during stalking time takes some co-ordination such that access takers are minimally inconvenienced while the important economic and conservation activity of deer stalking occurs. Details of the scheme can be seen here.
